EDSA Busway incident triggers LTO SCO; NAPOLCOM relieves personnel

By now, you may have already seen the viral video of a government-marked vehicle in a bus lane. According to a passenger on the bus who originally uploaded the footage, the vehicle allegedly cut into the bus lane abruptly, resulting in a collision, causing delays for passengers on their way to their respective drop-offs.

The Philippine National Police (PNP), through its official social media page, confirmed that the government vehicle involved, a Toyota Coaster, belongs to the agency. It added that “An administrative review is ongoing to determine the full circumstances of the incident and to ensure compliance with established protocols.” The PNP also said the vehicle was deployed under the Libreng Sakay Program.
As for the Land Transportation Office (LTO), the incident did not go unnoticed, with the agency promptly issuing a Show Cause Order (SCO) to the concerned office, as well as the driver assigned at the time of the incident.
Pursuant to the SCO, the individuals involved were directed to appear before the office of the Intelligence and Investigation Division. As part of due process, they were also instructed to submit a sworn statement, along with original documents, explaining why the driver should not be held liable for violations such as reckless driving, disobedience of traffic signs for using the EDSA Carousel bus lane under Section J.2, Title I of DOTC Joint Administrative Order No. 2014-01, and allowing an improper person to operate a motor vehicle.
Additionally, the driver’s license of the involved driver has been automatically suspended for 90 days, and the involved Toyota Coaster has been placed under alarm status pending the result of the investigation.

“Ang LTO ay walang kinikilingan at hindi magpapalampas sa anumang paglabag sa batas trapiko, anuman ang pagmamay-ari o katayuan ng mga sangkot. Ipatutupad namin ang mga batas trapiko nang pantay at mahigpit upang mapangalagaan ang kaligtasan at kaayusan ng lahat ng gumagamit ng kalsada,” said LTO Chief, Markus Lacanilao.
(The LTO is impartial and will not condone any traffic law violation, regardless of the ownership or status of those involved. We will enforce traffic laws equally and strictly to preserve the safety and order of all road users.)
Meanwhile, newly surfaced CCTV footage appears to show the sequence of events leading to the bus lane incident. In the video, the Toyota Coaster is seen making a sharp left turn from the outermost lane, cutting across slow-moving traffic to enter the bus lane, where it was struck by the oncoming bus.
The National Police Commission (NAPOLCOM), during a press conference held today, April 20, 2026, announced that the policemen involved in the incident have been relieved from their posts. One of the officers, in his statement, apologized and said he was only performing his duty when they were assigned to fetch passengers under the government’s Libreng Sakay Program.
