Toll collection for C5 Link Segment 3B postponed until further notice

Toll collection for Segment 3B of the C5 Link Expressway was supposed to begin today. Opened to motorists on March 30, 2026, this expressway segment connects Dr. A. Santos Avenue to C5 in Taguig.

However, the Philippine Reclamation Authority (PRA) has postponed the collection until further notice, citing the ongoing fuel crisis and the declared State of National Energy Emergency.

“In view of the current fuel crisis and State of National Energy Emergency declaration by the President of the Philippines, the Philippine Reclamation Authority (PRA) maintains that the timing of the implementation of the Notice to Start Collection (NTSC) issued by the Toll Regulatory Board (TRB) shall depend on the result of the deliberations and agreement of the Manila-Cavite Toll Expressway (MCTE) Project Committee pursuant to the MCTE Joint Venture Agreement. Hence, please be advised that the said NTSC or the new toll fees for the C5 Link Expressway will not yet be implemented on May 5, 2026,” said the PRA through a statement.

PRA also said that under the Toll Operating Agreement, toll collection is its responsibility as grantee, implemented through its O&M arm, PEA Tollway Corporation (PEATC).

PEATC, meanwhile, has been directed to inspect the entire C-5 Link Expressway and ensure that most, if not all, punch list items from the Certificate of Substantial Completion, Road Safety Audit, and Site Acceptance Test are addressed before toll collection begins to avoid complaints from motorists.

While commercial returns remain a consideration, the PRA, together with PEATC, said that they are guided by public interest and broader social concerns. It also added that even as it moves to comply with the TRB, it remains committed to supporting efforts to ease the burden on essential transport services for Filipinos.
